Rationale
Research literature reviews and expert informant interview that were part of a 1995 Health Canada report on evaluation of CHC's emphasized particular service delivery and human resource approaches as important in the achievement of CHC's outcomes. One key aspect of this is the involvement of CHC staff in a comprehensive range of services which include promotion, preventive, primary curative, rehabilitative and supportive strategies. The goal of this measure is to capture the proportion of staff time spent in these various activities in order facilitate a shift toward greater diversity in service provision.
